Incumbe-me informar o estimado leitor deste caos-blog que tive ontém a defesa oral da minha tese de doutoramento. Tive examinadores cinco estrelas, que, além de não pouparem criticismos construtivos, não foram nada autoritários e fizeram-me sentir à vontade e deram me boas oportunidades para eu explicar e defender o meu trabalho. O meu examinador interno até agradeçeu que eu fiz este trabalho, que julgou ser importante.

Eurozone leaders are in danger of setting Portugal on the same road as Greece The meeting of European finance ministers has become a theatre of low expectations. Gone are the heady statements that the eurozone crisis can be fixed.

The ministers are quietly satisfied that a bail-out for Portugal has been agreed. Greece - which was supposed to have been patched up a year ago - is in deep trouble again. There is no agreement on a remedy. It must wait for another day, another report.

The interesting feature of the bail-out for Portugal is that it largely draws from the Greek play-book; it's based on a plan that is failing to work in Greece.

The word used repeatedly to describe the Portuguese deal is "ambitious". State industries are to be privatised, the public sector slimmed down. Labour markets are to be loosened up and reformed. Education will be retooled to make college leavers fit for the 21st Century.

The challenge here is not just to squeeze the red ink out of the accounts but to change Portugal's culture. And it is a mighty task. Portugal's first decade using the euro was marked by low growth. But borrowing was cheap, and wages between 2000 and 2009 soared by 37%. Productivity stagnated. Labour costs went up and the country became uncompetitive.

Another lost decade?

Now, under the rescue plan, all of this has to be turned around. Ambitious it sure is. The chief executive of Banco Espirito, Santo Ricardo Salgado, says that if public finances are not dealt with and productivity improved, Portugal can look forward to four years of recession.

When you listen to Portugal's economists there are doubts everywhere. "The key question," says Emilie Gay of Capital Economics, "is whether Portugal can avoid another lost decade of low growth."

So is Portugal ready for a cultural revolution or, like Greece, will it start down the reform road only to encounter opposition, age-old resistance, in which the mood for change quietly burns out?

And the point is that without major changes the EU/IMF plan fails - as it has with Greece. "Without a structural reform agenda," says Antonio Garcia Pascual of Barclays Capital, "it is unlikely the country will grow out of its indebtedness."

In which case Portugal, like Greece, will be back in the emergency ward.

Credibility risk

Which, of course, brings us to Greece.

The truth of the Greek story is relatively simple. In exchange for reducing their deficit they were loaned funds by the EU and the IMF. They set about cutting spending and raising taxes. They promised an era of reform. Twelve months on their debt mountain is only growing. The latest flicker of economic growth will have little impact.

Old practices are returning. Tax revenues are less than expected. A former anti-terrorist boss has been despatched to root out the tax evaders. Only this week a minister was talking about introducing evaluations into the civil service. He said "one of the many problems of the Greek state is that there is no such evaluation system... so no one ensures or has any incentive to perform better." The revolution in Greece has scarcely begun.

The Greek government has played what it considers its best card; 50bn euros (£44bn) of privatisations. The rest of Europe is watching and is yet to be persuaded this is happening.

Sony Kapoor, a former banker, says: "Greece has shown the limits of what can be achieved by austerity alone, without a much stronger focus on growth." He, like so many other economists, favours a restructuring of Greek debt.

The German Chancellor, Angela Merkel, is strongly opposed. She sees it as being incredibly damaging to the eurozone as a whole. "It would raise doubts about our credibility if we were simply to change the rules in the middle of the first programme," she says.

So officials struggle to find a way forward. They fear restructuring and yet they have no realistic plan to slim down the Greek debt mountain.

In Brussels there has been a discussion of re-structuring, yet not in public. They speak of a "re-profiling" whereby Greece's private creditors might be persuaded to agree to an extension of the period over which they get their money back. It will not address the fundamental problem and some finance ministers, like France's Christine Lagarde, oppose it anyway.

So the more likely option is more of the same. The hope that a cocktail of slashing spending, reforming labour markets, and privatising will finally work.

But Portugal has started on a road that has not worked for Greece.

O que se passa com eles???
A achar que o mercado tem que ser regulado?
Okay, para os serviços públicos, externalidades positivas da agricultura...mas de resto o mercado agrícola funciona? O que é isto? O que os faz dizer isto e com que objectivo?
...
Na minha ignorância semi-absoluta apenas consigo sistematizar da seguinte forma:
1. O mercado capitalista é aceite como levando à melhor alocação e uso eficiente de recursos;
2. Infelizmente se se deixa operar o mercado livre e a competição por market share é a linha orientadora (geralmente conseguido através de baixas dos preços de produção), gera-se externalidades negativas;
3. O estado tem que ter políticas públicas que encoragam a produção de externalidades positivas, para compensar as perdas de competitividade que resultam de uma gestão mais sustentável dos recursos.

SEDGWICK, MAINE - On Saturday, March 5, residents of a small coastal town in Maine voted unanimously to adopt the Local Food and Self-Governance Ordinance, setting a precedent for other towns looking to preserve small-scale farming and food processing. Sedgwick, located on the Blue Hill Peninsula in Western Hancock County, became the first town in Maine, and perhaps the nation, to exempt direct farm sales from state and federal licensing and inspection. The ordinance also exempts foods made in the home kitchen, similar to the Michigan Cottage Food Law passed last year, but without caps on gross sales or restrictions on types of exempt foods.

Local farmer Bob St.Peter noted the importance of this ordinance for beginning farmers and cottage producers. “This ordinance creates favorable conditions for beginning farmers and cottage-scale food processors to try out new products, and to make the most of each season’s bounty,” said St.Peter. “My family is already working on some ideas we can do from home to help pay the bills and get our farm going.”

Mia Strong, Sedgwick resident and local farm patron, was overwhelmed by the support of her town. “Tears of joy welled in my eyes as my town voted to adopt this ordinance,” said Strong. “I am so proud of my community. They made a stand for local food and our fundamental rights as citizens to choose that food.”

St.Peter, who serves on the board of the National Family Farm Coalition, based in Washington, DC, sees this as a model ordinance for economic development in rural areas. “It’s tough making a go of it in rural America,” said St.Peter. “Rural working people have always had to do a little of this and a little of that to make ends meet. But up until the last couple generations, we didn’t need a special license or new facility each time we wanted to sell something to our neighbors. Small farmers and producers have been getting squeezed out in the name of food safety, yet it’s the industrial food that is causing food borne illness, not us.”

“And every food dollar that leaves our community is one more dollar we don’t have to pay for our rural schools or to provide decent care for our elders,” adds St.Peter. “We need the money more than corporate agribusiness.”

Three other towns in Western Hancock County will be voting on the ordinance at or ahead of their town meetings in the coming weeks. Penobscot, Brooksville, and Blue Hill all have the ordinance on their warrants.

Agora que sou tão ultra-especializada em desenvolvimento rural participativo e economia política agrícola já não consigo dizer uma frase sobre o assunto. Qualquer frase que queira dizer ou escrever sobre o assunto parece-me de tal modo incompleta que prefiro ficar calada... pois ainda não adquiri o dom de a) dizer frases incompletas, meias-verdades e ficar bem assim, nem b) conseguir articular frases completas, sensu strictu, sobre o assunto. Opção b) seria desejável. O pior é escrever frases introdutórias... Uma generalidade qualquer, que tem que ser bem fundamentada e apresentada como se fosse completa, como se não houvesse mais para dizer em relação ao assunto. Tipo "as redes de produção e distribuição agro-alimentar modernas seguem um blueprint industrial de maximização da eficiência económica." Que frase tão absurda. Faz sentido olhada de longe, olhando-a palavra-a-palavra começa-se a estranhar. Começam a surgir dúvidas. O que quero eu dizer com "redes de produção"? O que significa "moderno"? O que é um "blueprint industrial"? Não se deveria ser mais claro e explícito?...

Agricultural marginalisation in Portugal: threats and opportunities for sustainable livelihoods

The decline of sustainable agricultural livelihoods has been a feature accompanying economic development all over the world. In Portugal, the decline has been particularly severe over the last century, leading to the displacement of the rural population and to environmental, economic and social losses. Action to address the problem so far has been unsystematic and largely limited to the amelioration of symptoms.

This study contributes to the development of a grounded understanding of the causes and consequences of agricultural marginalisation in Portugal, in order to find entry points to overcome the current impasse.

A Grounded Theory approach was used to study threats to farm viability and consequences for rural livelihoods. The social context of agricultural marginalisation was explored and the potential for developing Alternative Agri-Food Networks to improve farm viability was assessed. The perspectives on agricultural marginalisation of stakeholders from the agricultural and rural development sectors were recorded and the implications for future developments were discussed.

The results show that a limited problematisation of agricultural land abandonment and the endorsement of the ‘ideology of economic development ’ by both, the rural populations and policy-makers, has kept agricultural marginalisation off the political agenda, despite 25% of the country experiencing extreme marginalisation. Action by the affected population itself is limited, and constrained by economic, legal and socio-cultural factors. A number of measures that could be pursued at various levels of agency are proposed and possible future developments are discussed.

Problematising agricultural marginalisation and challenging the illusion of the inevitability of agricultural decline will be essential to empower stakeholders to transform current drivers of marginalisation and develop more sustainable agri-food systems.

Como é que estas coisas ainda me chocam?
Já devia estar habituadíssima. Mas quando leio doublespeak político dá me uma coisa má.
Agora li que o período de transição da integração da agricultura Portuguesa na PAC estava previsto inicialmente para 5 anos, até 1991, com mais 5 anos de prolongamento. Esses mais 5 anos de prolongamento foram depois alongados para 10. Yippie, soa bem. Mas depois as "medidas de transição" de facto adoptadas corresponderam mais ou menos ao equivalente a acabar o período de transição em 1993, ou seja 3 anos a menos do inicialmente previsto.

Vamos ver a equação que explica isto:
1986+5=1991 <=> 1991+10=2001 <=>
5+10=15 <=>
1986+15 anos período de transição=1993 <=>

Parece que foi um jornalista do Jornal "O crime" que inventou...mas infelizmente não; é realidade. Será que é mais uma vez a UE a pagar e por isso os responsáveis não querem saber se o investimento faz sentido ou não?

COMUNICADO DE IMPRENSA da LPN

*Mini-hídrica a construir no Rio Mondego invalida investimento de 3,5 milhões em passagem para peixes migradores*

*Foi este ano adjudicada a obra para a construção de uma escada para a passagem de peixes migradores no Açude-ponte em Coimbra, que representará um investimento de cerca de 3,5 milhões de euros. Atendendo a que o objectivo desta obra é garantir o acesso de espécies como a lampreia-marinha, o sável e a savelha às suas áreas de reprodução, foi com grande surpresa que a LPN constatou o lançamento recente de um concurso público, para a construção de uma mini-hídrica a cerca de 15 km a montante deste açude.*

A construção de barragens e açudes ao longo de todas as bacias hidrográficas nacionais tem vindo a constituir uma ameaça à conservação de diversas espécies de peixes, em particular as espécies que efectuam migrações entre o mar e os rios para completarem o seu ciclo de vida.

É o caso da lampreia-marinha, do sável e da savelha, que se reproduzem nos rios, mas migram para o mar, onde desenvolvem grande parte da sua vida adulta. Ao contrário destas, a enguia reproduz-se no mar e os juvenis sobem os rios, onde se vão desenvolver até à fase de migração para reprodução. As barragens e açudes são obstáculos físicos à migração destas espécies, uma vez que muito raramente conseguem ultrapassar estas barreiras, representando por isso uma ameaça à conservação das mesmas.

Uma das medidas mais eficientes para a preservação destas espécies é evitar a implementação destas estruturas a jusante das áreas de reprodução daquelas espécies e, quando as mesmas já existem, a construção de dispositivos que permitam a sua transposição, como as escadas e elevadores para peixes, de que é exemplo a passagem para peixes que está a ser construída no
Açude-Ponte em Coimbra. Este investimento no açude justificou-se devido à importância do Rio Mondego para a reprodução das espécies migradoras, que não conseguiam ultrapassar aquela infra-estrutura localizada a apenas 35 km da foz do troço principal do Mondego e que, com passagem assegurada, passarão a dispor de mais cerca de 40 km nesta bacia hidrográfica, que incluirão, para além do troço principal do Mondego, os rios Ceira e Alva.

Foi com grande surpresa que a LPN teve conhecimento do lançamento de um concurso público para construção de uma mini-hídrica a cerca de 15 km a montante do Açude-Ponte (D.R. II Série, 201/2010 de 15 de Outubro) com a finalidade de produção de energia hidroeléctrica e captação de água. O lançamento desta obra pela Administração de Região Hidrográfica do Centro é uma perfeita contradição pois anula quase por completo os efeitos conservacionistas positivos da construção da passagem para peixes no Açude-Ponte em Coimbra, promovida pelo Instituto da Água.

A LPN acredita que esta iniciativa possa ter resultado de alguma falha de comunicação entre as várias entidades do Ministério do Ambiente, pelo que espera que o concurso público para construção da mini-hídrica venha a ser anulado em breve.

Decline of agricultural labour in the EU

EU agricultural labour down by nearly 25% since 2000

Agricultural labour in the EU has decreased by 24.9% since 2000 which, in terms of AWU, represents a drop of 3.7 million from 14.9 million AWU in 2000 to 11.2 million AWU in EU-27 in 2009. Because many farmers and farm workers are only employed part-time in agriculture, the number of people actually working in agriculture is greater than the number of annual work units.

Measured as a percentage of the total active population in the EU, agricultural labour input in AWU accounted for 4.7% in 2009 (based on active population 2008) compared to 6.7% in 2000. In EU-15 the respective percentages in 2009 were 2.8 as against 3.8 in 2000, although the shares – and the changes – in the 12 new Member States were much higher.

In 2009 agricultural labour input represented 12.1% in the 12 new Member States as a percentage of active population, while the percentage in 2000 was 17.3%, signifying that the fall in agricultural labour input on average in the 12 new Member States is equivalent to more than 5 per cent of the active population. It should be noted that these countries entered EU and the Common agricultural policy after 2000.

The rates of decrease in agricultural labour input in the individual countries range from 2.6% in Greece to 55% in Estonia, where labour input has more than halved in less than 10 years. Generally speaking, the decrease is lowest in the EU-15 countries, but also in Poland (−11.3%), which makes it an exception among the 12 new Member States. Portugal, on the other hand, is in the opposite situation: its decrease of 31.6% shows a trend similar to the average decrease in labour input for the 12 new Member States (−31.3%).

Despite the steep falls recorded in the new Member States, agricultural labour input in these countries in 2009 accounted for a little over half (51.7%) of EU-27 agricultural labour input.

The figures for agricultural labour input are recorded in the Economic accounts for agriculture as 'Non-salaried labour input' and 'Salaried labour input', respectively. Since 2000, non-salaried labour input, which represents the largest share in almost all countries (except the Czech Republic and Slovakia), fell by 28.3% in the EU-27, while the salaried portion decreased only by 9.6%.

Modernisation is disempowerment

This a bit fixed and radical statemtent came to me when analysing how subsistence-oriented livelihood systems have been considered by the political-economic elites to be 'backward forms of farming', being encouraged, forced and pushed into 'modernisation'...by economic policies, external competition, regulations unsuitable for small-scale production systems, etc. Subsistence farmers slowly but steadilly had their livelihoods undermined. Being told they are backward, they have to modernise, and having the carpet pulled away under their feet it is no wonder they feel disempowered. And then those same carpet-away-pullers say "oh, the problem is these farmers are not entrepreneurial...they don't manage to modernise."

Obviously the subsistence-oriented farming systems (in Portugal) were not paradise and people then too were disempowered in various ways. The challenge really is to find new and better ways. Not new, but equally bad ones.

"É mais fácil tratar do passaporte do que transferir uma ovelha", diz presidente da associação.

As migrações sazonais de milhares de pequenos ruminantes estão a desaparecer no Baixo Alentejo. Os chamados pastores transumantes, que procuram outras paragens para alimentar o gado, estão a abandonar a actividade, porque muitos não se adaptam à nova realidade prevista na lei. Por causa da doença da língua azul e da brucelose, o Estado apertou a legislação. Porém, dizem as associações, a cura está a matar o doente.

Como não há registos oficiais que contabilizem o número de pastores transumantes, ninguém sabe quantos abandonaram o pastoreio nos últimos anos. Alguns pastores dizem que actualmente há seis nesta zona do país. Há uma década, num outro trabalho do PÚBLICO, contavam-se 30 transumantes. Muitos deixaram a actividade por outras razões (semelhantes). A lei de 2008 que criou uma autêntica teia burocrática, ameaça acabar com os restantes.

Em causa estão regras introduzidas por decreto em 2008 e que obriga os produtores a apresentarem um vasto conjunto de formulários, declarações e até mapas em escalas específicas, antes de transferirem os seus animais. Os documentos estão previstos no Regime de Exercício da Actividade Pecuária (REAP), que a Confederação dos Agricultores de Portugal (CAP) encara "com apreensão".

Posição semelhante tem João Dinis, dirigente da Confederação Nacional de Agricultura. "Aumentaram as exigências ao mesmo tempo que fecharam os serviços na dependência do ministério", assinala, frisando que os interessados estão basicamente obrigados a percorrer grandes distâncias para tratar dos seus assuntos. No Baixo Alentejo, a mais extensa região do país, só podem tratar disto em Beja. Ou então pela Internet, que poucos ou nenhum dos interessados domina.

Para melhor se perceber a dimensão das exigências, o PÚBLICO consultou o site do REAP. Para a instrução do licenciamento da área de pasto, cada produtor tem de entregar um formulário com descrição exaustiva da actividade e da exploração pecuária, a caracterização da Parcela Valorização Agrícola (gestão dos efluentes pecuários), uma Declaração de Responsabilidade Sanitária, uma Declaração de Responsabilidade pelos Animais e uma Declaração do Produtor (do proprietário da exploração onde se localizam os pastos).

Ministério admite rever

"É mais fácil tratar do passaporte do que transferir uma ovelha de Mértola para Beja", ironiza Francisco Palma, presidente da Associação de Agricultores do Baixo Alentejo, organização que decidiu ajudar os pastores itinerantes, porque os formulários são quase incompreensíveis para eles.

Content of the seminar
The main aim of the seminar is to assess the current situation regarding policies directed towards semi-subsistence farms in the EU-27, together with the challenges, needs and prospects they face, highlighting also their contributions to the rural environment and society.

The seminar will be attended by approximately 150 participants and the discussions are expected to contribute to a better understanding of the profile of semi-subsistence farmers needs and opportunities; and how semi-subsistence farms interact in society and with the environment. The results of the work are expected to contribute to a better targeting of rural policy interventions in different types of contexts.

Much of the seminar will be dedicated to in-depth parallel workshop sessions covering the following topics: semi-subsistence farming concepts and key issues, including understanding the meaning of the term in different Member States;

•wider implications of semi-subsistence farming for society and the environment, the delivery of environmental
•benefits, social issues including semi-subsistence farms as a social ‘safety net’;
•pathways for semi-subsistence farms, opportunities for and constraints to integration into the food chain,
•restructuring patterns for semi-subsistence farms and the potential importance of non-agricultural activities;
•the relevance of rural development policy instruments to semi-subsistence farms, EU rural development policy mechanisms available, how the available policy instruments are used in Member States and the impact of rural development policy on those farms;
•networking and semi-subsistence farming.

Groundbreaking study shows Roundup link to birth defects

International scientists confirm dangers of Roundup at GMO-Free Regions Conference in Brussels Brussels 16 September 2010 Glyphosate, the active ingredient in the world’s best-selling weedkiller Roundup, causes malformations in frog and chicken embryos at doses far lower than those used in agricultural spraying and well below maximum residue levels in products presently approved in the European Union. This is reported in research (1) published by a group around Professor Andrés Carrasco, director of the Laboratory of Molecular Embryology at the University of Buenos Aires Medical School and member of Argentina’s National Council of Scientific and Technical Research.
Carrasco was led to research the embryonic effects of glyphosate by reports of high rates of birth defects in rural areas of Argentina where Monsanto’s genetically modified “Roundup Ready” (RR) soybeans are grown in large monocultures sprayed from airplanes regularly. RR soy is engineered to tolerate Roundup, allowing farmers to spray the herbicide liberally to kill weeds while the crop is growing.
At a press conference during the 6th European Conference of GMO Free Regions in the European Parliament in Brussels Carrasco said, “The findings in the lab are compatible with malformations observed in humans exposed to glyphosate during pregnancy.” Reporting of such problems started in 2002, two years after large scale introduction of RR soybeans in Argentina. The experimental animals share similar developmental mechanisms with humans. The authors concluded that the results raise “concerns about the clinical findings from human offspring in populations exposed to Roundup in agricultural fields.” Carrasco added, “I suspect the toxicity classification of glyphosate is too low. In some cases this can be a powerful poison.”
The maximum residue level (MRL) allowed for glyphosate in soy in the EU is 20 mg/kg. The level was increased 200-fold from 0.1 mg/kg to 20 mg/kg in 1997 after GM RR soy was commercialized in Europe. Carrasco found malformations in embryos injected with 2.03 mg/kg glyphosate. Soybeans can contain glyphosate residues of up to 17mg/kg.
In August 2010 Amnesty International reported that an organized mob violently attacked people who gathered to hear Carrasco talk about his research in the town of La Leonesa, Chaco province. Witnesses implicated local agro-industry figures in the attack.
Carrasco is also the co-author of a report, “GM Soy: Sustainable? Responsible?” released on September 16 by a group of international scientists. The report documents a bulk of evidence in scientific studies on the harmful health and environmental impacts of GM RR soy and Roundup.
This report is released together with the testimonies of people who have suffered from such spraying. Viviana Peralta, a housewife from San Jorge, Santa Fe, Argentina was hospitalized together with her baby after Roundup spraying from planes flying near her home. Peralta and other residents launched a lawsuit that resulted in a regional court ban on the spraying of Roundup and other agrochemicals near houses.

La Via Campesina denounces Gates Foundation purchase of Monsanto Company shares

Glendive, Montana. La Via Campesina (www.viacampesina.org), a global peasant movement representing small farmers, landless workers, fisherfolk, rural women, youth and indigenous peoples, with 150 member organizations from 70 countries on five continents, has denounced the Bill & Melinda Gates Foundation Trust s recent acquisition of Monsanto Company shares. The Bill & Melinda Gates Foundation was founded in 1994 by Microsoft founder William H. Gates, and today exerts a hegemonic influence on global agricultural development policy. The Foundation channels hundreds of millions of dollars into projects that encourage peasants and farmers to use Monsanto's genetically-engineered (GE) seed and agrochemicals. In August the Bill & Melinda Gates Foundation Trust, which manages the $33.5 billion asset trust endowment that funds the Foundation's philanthropic projects (and to which Bill & Melinda are trustees) disclosed that it purchased 500,000 shares of Monsanto shares for just over $23 million.(1) According to Dena Hoff, a diversified family farmer in Glendive, Montana and North American coordinator of La Via Campesina, The Bill & Melinda Gates Foundation Trust's purchase of Monsanto shares indicates that the Gates Foundation's interest in promoting the company's seed is less about philanthropy than about profit-making. The Foundation is helping to open new markets for Monsanto, which is already the largest seed company in the
world. Since 2006, the Bill & Melinda Gates Foundation has collaborated with the Rockefeller Foundation, an ardent promoter of GE crops for the world's poor, to implement the Alliance for a Green Revolution in Africa (AGRA), which is opening up the continent to GE seed and chemicals sold by Monsanto, DuPont and Syngenta. The Foundation has given $456 million to AGRA, and in 2006 hired Robert Horsch, a Monsanto executive for 25 years, to work on the project. In Kenya about 70 percent of AGRA grantees work directly with Monsanto (2) , nearly 80 percent of Gates' funding in the country involves biotech, and over $100 million in grants has been made to Kenyan organizations connected to Monsanto. In 2008, some 30 percent of the Foundation's agricultural development funds went to promoting or developing GE seed varieties (3). In April the Bill & Melinda Gates Foundation and finance ministers from the US, Canada, Spain and South Korea pledged $880 million to create the Global Agriculture and Food Security Program (GAFSP), managed by the World Bank to tackle world hunger and poverty. (4) In June GAFSP announced that it gave $35 million to Haiti to increase smallholder farmers access
to agricultural inputs, technology, and supply chains. (5) In May Monsanto announced that it donated 475 tons of seed to Haiti, which is being distributed by the US Agency for International Development (USAID). The administrator of USAID is Rajiv Shah, who worked at the Gates Foundation before being appointed by the Obama administration in 2009.

According to Chavannes Jean-Baptiste of the Haitian Peasant Movement of Papaye and Caribbean coordinator of La Via Campesina, it is really shocking for the peasant organizations and social movements in Haiti to learn about the decision of the Bill & Melinda Gates Foundation to buy Monsanto shares while it is giving money for agricultural projects in Haiti that promote the companys seed and agrochemicals. The peasant organizations in Haiti want to denounce this policy which is against the interests of 80 percent of the Haitian population, and is against peasant agriculture - the base of Haitis food production.

The Bill & Melinda Gates Foundation also funds the US governments Feed the Future initiative, administered by the State Department. At a July 20 congressional subcommittee hearing on Feed the Future, executive vice president for Monsanto Gerald Steiner testified that Feed the Future is exciting not least because it recognizes both the business imperatives by which Monsanto and other companies must operate. "We want to do good in the world, while we also do well for our shareholders." Steiner mentioned Monsantos project to develop drought resistant maize for Africa, also funded by the Bill & Melinda Gates Foundation.(6)

According to Hoff, Foundations, however well meaning, should not be setting food and agricultural policies for any nation of peoples. Democracy demands the informed participation of civil society to determine what is in the best interest of each nation's population. Doing well for
our shareholders seems an ulterior motive for meddling in the health and welfare of the planet and all its inhabitants in order to make a profit.

Perhaps not by coincidence, in July Monsanto's chief executive officer and president Hugh Grant purchased $2 million of company shares, and vice president and chief financial officer Carl M. Casale bought $1.6 million of shares. Grant and Casale have pocketed nice sums from selling Monsanto shares over the years. (7) Purchase of Monsanto shares by Gates, Grant and Casale could have been in anticipation of last weeks news that researchers published the genome for wheat, the staple grain for one-third of the world's population. For Monsanto, "a quality wheat genome map could potentially help in our efforts to bring better wheat varieties to farmers," said Monsanto. (8) In 2008, the Bill & Melinda Gates Foundation awarded $26.8 million to Cornell University to research wheat, and in May awarded $1.6 million to researchers at Washington State University to develop drought-resistant GE wheat varieties.(9)

The Gates Foundation continues to push Monsanto's products on the poor, despite mounting evidence of the ecological, economic and physical dangers of producing and consuming GE crops and agrochemicals. In June the U.S. Supreme Court ruled on Monsanto Co. vs. Geertson Seed Farms, its first case about a GE crop. The Court recognized that genetic contamination of
non-GE crops from transgene flow of DNA from GE crops, which occurs through the spread of pollen by wind and bees, is harmful and onerous to the environment and farmers. According to the web site of the Bill & Melinda Gates Foundation, AGRA and its partners have released more than 100 new varieties of improved seed across the [African] continent. (10)

La Via Campesina maintains that the best way to ensure healthy food, adapt to climate change, conserve soils, water and forests, and revitalize rural economies is with policies that promote food sovereignty and small-scale, agroecological farming systems the foundation of which is native seed varieties. The United Nations estimates that 75 percent of the world's plant genetic diversity has been lost as farmers have abandoned native seed for genetically-uniform varieties offered by corporations such as Monsanto. Genetic homogeneity increases farmers vulnerability to sudden changes in climate and the appearance of new pests and diseases, while seed agrobiodiversity with native seed adapted to different microclimates, altitudes and soils is fundamental for adapting to climate change. Saving and replanting native seed increases agrobiodiversity and strengthens crops genetic plasticity (their capacity to adapt rapidly over
generations to changing growing conditions).

According to Henry Saragih, general coordinator of La Via Campesina in Jakarta, "La Via Campesina condemns this missappropriation of humanitarian aid for commercial ends and the privatization of food policies"

Admito que poderá ser que eu já esteja demasiado alienada do que é um verdadeiro livro de entretenimento, para que este me pareca uma alta diversão. Mas recomendo vivamente: "A agricultura Portuguesa na PAC" de J.A. Santos Varela. Trata da integração da agricultura Portuguesa na Política Agrícola Comum, e apesar de defender alguns ideais produtivistas é um livro histórico objectivo, e tem mais pontos de exclamação que algum livro do género que já me passou pela frente.

Uma vez em Góis vi um casal de camponeses velhotes sentados na varanda de um apartamento. Estavam vestidos como quem vai para as terras. Coitadinhos, os filhos concerteza estavam a pensar que estavam a fazer um favor aos pais de os trazer para o apartamento deles. Eles, no entanto, estavam aí a olhar tristes e aborrecidos para a rua, completamente deslocados. Queriam usar a pouca energia e muita vontade que tinham para botar erva ao vivo ou sachar o milho. Via-se pelas caras. Estar ali de mãos repousadas no colo, na varanda de um apartamento desaconchegante, era um verdadeiro calvário para eles. Soltem-nos! Deixem os voltar para a casita a cair aos bocados, com a lareira e os dois bancos de pau tosco, que lá estarão bem melhor. Estas raposas do mato, detidas nas armadilhas da modernidade.

O Regulador está a ganhar juízo, até com alguma celeridade nos últimos anos. Depois de, uma a uma, quase todas as actividades de produção doméstica para auto-consumo e venda de pequenas quantidades em mercados de proximidade terem sido proibidos, agora, um a um, estão a sair regulamentos a admitir excepções para situações que não encaixam na produção agro-pecuária industrial.

Já não é necessário calibrar todos os vegetais e frutos para venda;
já se pode matar a bicharada em casa, desde que seja para consumo doméstico;
já há "cozinhas tradicionais" para transformação artesanal de produtos agrícolas.

Mesmo assim ainda há muita regulamentação a proibir e a dificultar actividades de subsistência e pequenas vendas directas. Mas daqui há uns anos somos capazes de voltar à estaca zero. Se o Regulador quiser e o diabo deixar.

Parece bastante... absurdo, maluco?... enfim, estive a ver esse belíssimo documento de uma Câmara Municipal a descrever pomposamente o seu concelho... As coisas boas que tem, com fotografias. As fotografias são de duas coisas. Por um lado temos as novas infra-estruturas ultra-modernas à "Parque das Nações"/astronave extraterreste que caiu ali. Construídas com fundos comunitários (como sabemos). E por outro lado fotografias de uma tentativa de valorização romântica e moderna das tradições locais (que estão a ser exterminadas, como sabemos). Pois são bonitas vistas da urbe, mas no fundo acha-se que não há nada mais primitivo e antiquado que ter uma horta familiar e criar um porco.

Está claro como água. Os fundos comunitários davam para obras públicas ao estilo dos EUA, mas não davam para pôr o Presidente da Câmara a ir tirar o sexto ano. (Nem muitas outras coisas realmente necessárias.)

Recentemente estive num seminário sobre a conservação de um sítiozinho verde no meio da cidade de Colchester. O pessoal estava animado: "vejam só, um espaço tão pequeno, que serviu para depósito de lixo industrial durante décadas, no meio de uma cidade, e é tão biodiverso!" E um professor de sociologia notou: "estes espaços verdes nas cidades são cada vez mais importantes para a conservação da natureza, visto que a agricultura industrial não permite que plantas e animais selvagens subsistam nos espaços agrícolas."

Pois, nesse momento fiquei com umas dores no coraçanito e mesmo deprimida...
Se me parece que Portugal está degradado...apenas com rastícios de natureza autóctone...é de facto um paraíso de biodiversidade: o melhor que há, o melhor que nos resta!...
Assim acontece que esta noite sonhei com a biodiversidade da Roménia. Estava ali a caminhar pelos montes ardidos e só velhos romenos se cruzavam comigo (deve ser o meu subconsciente desperto para a marginalização agrícola que lá também se passa, graças, em parte, à integração Europeia) e espantava-me com a diversidade de flores e plantinhas. Até uma Linaria bem grande com flores amarelas lá havia!...
Como é que fomos capazes de trocar umas comodidadezecas que se tornam lixo em três tempos por toda esta beleza e riqueza da natureza???

Estamos às vezes nas mãos de gente atrasada e mesquinha e temos que fazer as coisas de modo a que eles fiquem satisfeitos, muito embora possa não corresponder ao que queremos ou precisamos de fazer. Se nós pensarmos mais além até somos penalizados, porque dizemos algo que não corresponde àquilo que nos foi inculcado, ou seja, não decorámos a lição como devia ser.

Graças ao Divino estou quase por fora deste sistema de poder, mas vejo o acontecer à minha volta e vejo professores a assumir que eles é que mandam, com uma naturalidade que me dá contorções ao estômago...e arrepios.

Pois bem, pq é que a Agricultura Biológica é designada "organic farming" nos países Anglófonos?
O Lord Northbourne escreveu um livro em 1940 em que usou este termo "organic" para se refeir a quintas que trabalham como se de um organismo se tratasse. Isso inspirado nas ideias do amiguinho Dr. Rudolf Steiner que defendeu que a agricultura para ser sustentável tinha que acontecer de forma integrada, em sistemas com ciclos quase fechados, as tais originais quintas orgânicas.
Como o termo "organic" hoje já vai longe destes ideais de sustentabilidade! Fico velhinha!

Sustainable agriculture and the land question - some notes

For sustainable agirculture to be developed it is key that newcomers to farming have access to land. Land access is a major barrier for young people who want to work in sustainable agriculture not being able to establish their own farms. Collective access to land can overcome some of the difficulties related to land access.

A problem that existing sustainable farms are facing is that, if they have to be sold, it is likely that they will not be maintained under sustainable agricultural practices, and therefore much of the benefits built up during sustainable management are lost again (such as built up soil fertility). Therefore it is important that land keeps under sustainable production methods into the future, regardless of who farms it. Group ownership of land can help resolve this, with contracts that assure that the land is kept under sustainable management, regardless of who the farmer is at a particular moment.

Examples of community connected agriculture are some CSA farms. The land is owned by shareholders who cooperate with the farmer to define production and management practices and receive a share of the harvest. One view put forward is that of a large farm, with a number of employees, that is owned collectively by the nearby community, which it feeds and to which it provides environmental services and leisure ammenities.

Pelo que ouvi recentemente por uma pessoa competente na área, a directiva de Higiéne na área alimentar da União Europeia permitia que os estados-membros estabelecessem um regime especial para produtos transformados de pequenos produtores, com a simples condição de que produtos que não correspondessem às regras exigidas para a transformação industrial tinham que ter uma data de validade mais reduzida do que os restantes produtos. No entanto, a maioria dos estados-membros optou por não por em prática essa possibilidade de ter um regime especial para produção de pequena escala. Porque? Parece que nalguns países o lobby das indústrias transformadoras fez com que esse regime especial não fosse relamente discutido e posto em prática, pois não interessava essa concorrência dos pequenos produtores.
Portanto esta história mostra que quem é culpado pelo excesso de regulamentação de higiéne e segurança alimentar, inadequada para pequenos produtores, afinal não é a UE, mas sim o nosso próprio governo, que não aproveitou as possibilidades de manobra que tinha. Parece que entretanto, com a maioria dos pequenos produtores e transformadores já falidos, é que houve reconhecimento da importância dessa possibilidade de manobra e foram feitos alguns esforços para adaptar as regras de higiéne e segurança alimentar aos pequenos produtores & transformadores em Portugal (por ex. nas "cozinhas tradicionais"). Mas o que é certo é que muita gente fez investimentos enormes que agora com a mudança da legislação afinal foram em vão, e muitas pessoas simplesmente desistiram porque não tinham capacidade de se adaptar às exigências descabidas e de facto desnecessárias do ponto de vista legal.

They still haven't adapted to the change and there's a lot of resentment against the neighbouring countries who gained Hungarian territories. That's the background to this kind of nationalistic music. Difficult situiation, but I'm sure the worst idea is to promote nationalism and fuel the fire, as Kárpátia seems to do. Nevertheless, not understanding all they say, I must confess to be partial with regards to deep voices and all forms of longing for freedom and liberation.

Prémio ao arranque da Vinha

Desde que vi o primeiro póster a anunciar o "Prémio ao arranque da vinha" tive um fascínio perverso por esta medida da PAC. Como é que é possível que se possa ter chegado ao ponto de dar dinheiro, e não pouco, a quem destrua as suas vinhas? Quanto mais produtivas, maior o prémio, (como podem ver na tabela em baixo) para que realmente valha a pena para o produtor.

Ao mesmo tempo continua a haver subsídios de apoio à instalação de vinhas. O objectivo é livrarmo-nos da sobreprodução de vinho e aumentar preços e qualidade do vinho. E que consequências é que isto terá em termos de sustentabilidade ecológica da produção vinícola? Se vamos concentrar a produção de vinho nas áreas "mais competitivas" e com as tecnologias mais produtivas, o mais provável é que as práticas sejam ecologicamente menos sustentáveis e a produção de vinho beneficie a um menor número de produtores, do que acontecia com uma produção menos centralizada e concentrada.

Parece-me que vão ser os velhinhos do interior que estão com dificuldades financeiras que lá fazem o sacrifício de arrancar as suas vinhas antigas. Recebem mais dinheiro de uma vez do que em vários anos a venderem as uvas à adega cooperativa. Ainda para mais com as adegas a pagarem aos produtores com anos e anos de atraso. Assim os proprietérios de vinha que não conseguem deixar de tratar da vinha enquanto ela existe, como ela só dá prejuízo decidem arrancá-la. A ideia é que as vinhas de castas menos valiosas sejam arrancadas e certas castas de alta qualidade serem plantadas, mas os velhinhos apenas arrancam para se livrarem do problema de uma vez por todas. Ouvi dizer que no concelho de Figueira do Castelo Rodrigo as vinhas quase todas vão desaparecer.

Acontece que as vinhas têm que estar legalizadas para que o proprietário possa receber o prémio ao arranque da vinha. A legalização é bastante cara, às vezes superior ao prémio ao arranque da vinha. Mas uma vez que o agricultor foi ao ministério dizer que quer arrancar x hectares de vinha, da qual y hectares não são legais, fica obrigado a legalizá-las. Às vezes os agricultores ao conhecerem melhor as condições do prémio decidem que não querem arrancar, mas já disseram que tinham vinha ilegal, então têm mesmo que fazer e pagar o respectivo registo.

A medida de manutenção da agricultura em áreas desfavorecidas tem um prémio máximo de 350€ por hectare por ano (em áreas Rede Natura), sendo a área mínima necessária para aceder ao apoio 1ha de Superfície Agrícola Utilizada (SAU).

Good will or ill

One thing that I've noticed, but can't in any way proof or assume to be a fact, is that in this lovely garden next to the sea (Portugal) things work exclusively out of good will or they simply don't. 'No one' feels bound to keep up their promises, or better, 'no one' feels like promising anything, 'cause 'they' follow the whims of the moment and hate nothing more than to commit to something or being held responsible.

When I've worked in the NGO here it was very obvious. "Let's see what happens" was sort of the major conclusion of all meetings set up to solve a specific problem. "Who does what?" was a tabu question. Volunteers might say "I'll try to do XYZ." But they would say it in a way like "I might have the generosity to contribute by doing XYZ", but giving no certainty that they would actually do it. Therefore it would be very impolite to ask next meeting "Have you done XYZ?". No, we would have to wait, talk about the problem and hope the person would by himself reveal whether he did XYZ or not. It was impossible to organize, because no one could be held responsible for doing anything, so tasks could not be shared effectively.

Quite common, very commonly, people help freely in the way they feel to be right, they might give generously all their harvest. But if you ask them for one single potato they feel cornered and that the impossible is being asked from them. In consequence they become defensive. "How do you dare to ask me for the poatato that is lying forgotten in a corner?" And they will pretend they are forgetful, they can't bend to pick it up and whatever, just to not do what you kindly asked them. They love being generous and doing things out of good will, and they do loads of things like that. But if you ask them to please do something, the good will evaporates as fast as frozen nitrogen in room temperature.

I remember that friends found it even impolite if, sitting in their car, I asked where they were driving to. One clearly always ignored the question, never replied. Maybe he felt this as an afront, that I did not trust him to drive to a good place or that I was trying to interfere in his decision to drive somewhere, when in fact he was being so generous to take me with him.

It seems to be true: the gene that makes soy-beans round-up (glyophosfate) ready has been accidentaly transferred to wild amaranth, which is now spreading in genetically modified soy fields all around America and cannot be controled. Apparently farmers have to give up thousands of acres of soy plantations because they can't control the amaranth weed. Amaranth, at the same time, is an amazing, fast growing and nutritious plant that was widely used in the diet of native Americans. Maybe it is conquerring it's place back again, while it's hopefully kicking out GM soy. Monsanto ought to compensate farmer's who are loosing their crops because they believed in the purposefully misleading claims of Monsanto.

Introduction

Glyphosate-resistant Palmer amaranth (Amaranthus palmeri) was confirmed in Macon County, Georgia in 2005 (Culpepper et al, 2006). Initially, GR-Palmer amaranth was confirmed on 500 acres in Macon County in 2005 (Culpepper and Brown, 2006). Since 2005, this pest has spread very quickly across Georgia. As of May 2008, 20 Georgia counties have confirmed GR-Palmer amaranth populations. (Culpepper, 2008). Palmer amaranth can grow one to two inches a day and a single female can produce 500,000 seeds making this pest hard to control with postemergence herbicides (Culpepper et al, 2007).
In 2005, it has been estimated that 87 percent of the soybeans planted in the U.S. were herbicide tolerant varieties. Growers have reduced the use of residual herbicides in herbicide tolerant crops and have depended more on postemergence herbicides for weed control. Weed management programs recommended to control glyphosate-resistant Palmer amaranth depends on the activation of residual herbicides and timely postemergence herbicide applications. Dryland producers struggle getting residual herbicides activated making Palmer amaranth management difficult.

For the thing I'm studying - the decline of small-scale and extensive farming - there are many different words used to talk about it, and according to what wording I choose, I have a completely different approach, different questions.
I tend to use "agricultural marginalisation", this phrase springs from the prespective that the economic difficulties agriculture is facing are a result of economic policy drivers. But in order to talk with people about it in an easily understandable way, I've been using "land abandonment" in my interviews. But land abandonment has a different flavour to it: it is related to land-use and land-use change. The perspective of land-use change does not seem to be addressing the economic and political causes of it, nor the particular situation of farmers. For talking with farmers about the situation I think the most adequate term is "The difficulty farmers have for making a living from agriculture". And this phrase again, leads to different questions than "agricultural marginalisation" or "land abandonment" do. The definitions and phrases used guide the direction of the research...

Terça-feira passada a minha colega organizou um almoço de plantas selvagens aqui na Universidade de Essex, como parte de um seminário sobre utilização de plantas selvagens. Apesar de não ser uma altura do ano em que haja frutas, nozes, raízes ou assim por cá, ainda conseguimos montar um bufet engraçado. Eu estava com antecipação para ver as caras quando as pessoas iam provar aquelas sandes de dente-de-leão, aquela tarte de urtiga e claramente a salada universitária (plantas que apanhámos meia hora antes aqui no parque da universidade). Mas as pessoas estavam super curiosas e interessadas e até houve quem bebeu sem cuspir o meu refresco de tojo. Pois, eu fiquei encarregue daquela receita para fazer refresco de tojo (Ulex europaeus), que não aconselho a ninguêm repetir, mas a ideia básica é aplicável a outras plantas/flores também. É basicamente por as flores cobertas por água a ferver uns minutos, filtrar a mixórdia, adicionar açúcar qb e ferver mais um pouco. Pode ser guardado assim em garrafas esterilizadas e bem fechadas. Depois para beber é só adicionar água. Assim pode-se preservar por exemplo a fragrância das flores do pirliteiro e do sabugueiro para as tardes de Agosto.

Utilizar as plantas selvagens à nossa volta é uma maneira de conhecermos melhor o ambiente que nos rodeia e querendo utilizar as plantas vamos ficar mais atentas ao seu ciclo de vida e descobrimos os habitats em que crescem. Também costuma ser uma actividade social colher plantas selvagens. Colher míscaros ou castanhas no outono pode ser uma ocasião de reunir com familiares e amigos. E aqui no Reino Unido é uma maneira de conseguir algumas vitaminas, que quase que desaparecem dos legumes e das frutas importadas, produzidas em explorações indústriais, até chegarem cá.

Já ouviste falar do Giracídio?
Foi uma altura (nos anos 90 e até 2005) em que os incentivos financeiors /subsídios para a produção de girassol eram tão elevados que muitos agricultores deixaram de cultivar aquilo que eram as culturas adaptadas aos seus terrenos e começaram a cultivar girassol. Mas aqueles terrenos não eram muito adequados ao girassol e a produção não era muita, os preços de venda tão baixos que não valia a pena fazer a colheita. Então os agricultores só deitavam a semente, deixavam o girassol crescer um pouco e mais tarde passavam com uma grade e enterravam aquilo tudo outra vez. Ganhavam mais assim do que cultivando alguma cultura que estivesse adaptada àquelas terras.

Viva a política agrícola! Sempre!

The husband of a friend of mine had to go to Uganda to meet some people from a tribe. The local government officials told the tribesman that was going to meet the foreigners that he should dress something, not go naked as they would usually do. Okay, no problem. The tribesman found a tie and an old jacket and that's all he wore on the meeting. He was very comfortable like that, as he believed he was absolutely properly dressed.
